L\u2019Association francophone des municipalit\u00e9s du Nouveau-Brunswick (AFMN) et l\u2019Union des municipalit\u00e9s du Nouveau-Brunswick ont publi\u00e9 en juillet dernier le rapport \u00ab\u202fRespect en action\u202f\u00bb pour pr\u00e9senter des recommandations pour am\u00e9liorer ces situations.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4f6a5f1 mobile_pera elementor-widget elementor-widget-text-editor\" data-id=\"4f6a5f1\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>\u00ab\u202fLes \u00e9lus et les employ\u00e9s municipaux doivent pouvoir faire leur travail dans un environnement s\u00e9curitaire. Il est certain que toutes les d\u00e9cisions prises par un conseil municipal ne vont pas faire l\u2019unanimit\u00e9 aupr\u00e8s de la population. Il faut trouver des m\u00e9canismes et les encadrer pour permettre \u00e0 la population d\u2019exprimer ses points de vue ou m\u00e9contentements sans pour autant attaquer les \u00e9lus ou employ\u00e9s municipaux\u202f\u00bb, affirme le pr\u00e9sident de l\u2019AFMNB, Kassim Doumbia.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d6d94f0 mobile_pera elementor-widget elementor-widget-text-editor\" data-id=\"d6d94f0\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>De m\u00eame, des situations peuvent survenir entre personnes \u00e9lues ou entre une personne \u00e9lue et l\u2019\u00e9quipe administrative quand des d\u00e9saccords deviennent des attaques personnelles, du dysfonctionnement ou de l\u2019intimidation.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d9ea614 mobile_pera elementor-widget elementor-widget-text-editor\" data-id=\"d9ea614\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>L\u2019omnipr\u00e9sence des m\u00e9dias sociaux a exacerb\u00e9 la situation avec de la d\u00e9sinformation, des escalades rapides et l\u2019anonymat qui amplifient les menaces. \u00ab\u202fTout de suite, il n\u2019y a pas de l\u00e9gislation ou d\u2019encadrement qui permettent aux \u00e9lus de d\u00e9noncer ces pratiques\u202f\u00bb, souligne M.\u202fDoumbia.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-95416f0 mobile_pera elementor-widget elementor-widget-text-editor\" data-id=\"95416f0\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Le rapport recommande notamment la mise en place d\u2019un cadre l\u00e9gislatif pour encadrer les moyens dont pourrait se pr\u00e9valoir une personne harcel\u00e9e ou intimid\u00e9e pour signaler ces situations. \u00ab\u202fJe pense que nous pourrions arriver avec un cadre plus structur\u00e9 avec une d\u00e9marche pr\u00e9cise et un processus consistant \u00e0 suivre pour accompagner la personne qui se sent intimid\u00e9e ou harcel\u00e9e dans l\u2019exercice de ses fonctions municipales\u202f\u00bb, avance-t-il.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-74263c8 mobile_pera elementor-widget elementor-widget-text-editor\" data-id=\"74263c8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Le rapport contient ainsi plus d\u2019une quarantaine de recommandations, notamment pour aider les municipalit\u00e9s \u00e0 mieux accompagner et outiller leurs personnes \u00e9lues et employ\u00e9es.
